How can you set a default email(s) in the TO: & CC: on a submit action? Are they fixed by the config or can you have them dynamic, i.e. a field input in a workflow can/will change the auto-populated email(s)

When completing timesheet reviews, after hitting submit to confirm the review and close it out, the "TO:" field is automatically populated with everyone nominated to review the timesheet.

Instead, the timesheet should be sent back to the person who submitted it, confirming it has been reviewed and completed. The "TO:" field should automatically populate with the name of the person whose timesheet it is.
